They can't make it where they have to be English as it is against EU freedom of labour legislation. Its a good move as it stops teams like city being able to buy 5 players for each position. It puts a greater emphasis on good squad management and also encourages youth development. I think Arsenal are the team this will really benefit due to the nature of their youth system

I would assume, that if City can't shift the players (which they might not be able to do depending on how other teams are coping) I would assume they will have an EPL squad and then a Cup squad which includes the omitted players

i meant that they will do both. there will be a focus on academies and bringing through your own players, as that is generally the cheaper option but that is a 5-10 year plan really not a short term thing. they will just start snapping up more talented youngsters at 15-18 so they can satisfy the rule

Small clubs will suffer the most here. Instead of bringing in rules to protect smaller clubs whose players join Chelsea/Arsenal/Spurs/United etc before 17, they've brought in a rule which actively promotes that.

I'm of the opinion that if you're good enough you play - age and nationality shouldn't matter one jot.
