people often bundle the subgenres of hip-hop (notice they're still not seperate genres) 'gangsta rap' and 'hip-pop' into the same basket and just call them 'rap'
type of people who consider back-pack to be 'real hip-hop'
hip hop = beats
rap = rapping

Hip Hop = Culture that encompasses many elements including "Rapping"
Many "Hip Hop" artists call other MC's "Rap" artists in a derogatory way, if they feel they're not sticking to the culture.

It depends who you ask, but if your asking me I'd say that it's definatley two genres.
Think about it...you get Gangsta Rap, but have you ever heard of Gangsta Hip Hop? So many people in the scene call themselves hip hop artists to distance themselves from 'rap'. People like 'Little Brother', 'Murs', 'Little Brother' and 'Talib Kweli'.
You could say hip-hop is more underground, but it's simply just got roots and culture unlike rap. Rap is radio/chart music, people like 'Flo Rida', 'Kardinal Offshore' and maybe even 'Fabolous'. They are all rap artists.
Can you kinda see the difference? There is one but it's just pretty hard to explain.
