its the suppliers that sell the cd early on ebay that get the cd leaked not the shop.

Sometimes they pay towards the production costs and then recoup with favourable unit rates.

Sometimes they just offer pence per unit more than the other shops would do, meaning their markup is less, but they get the early sales.
