Oxide & Neutrino get overlooked, not saying they are the poineers, but take 'Rap Dis' for example, came out 2001/2 it was garage, with dark moody basslines and without a 2step or 4x4 drum pattern (until the brief switch up)...way ahead of its time
Aside from that, I would say it was Pulse X or some of the early PAUG beats

I think POW is massive but it didn't kick Grime off. Oi is a decent answer though.

'POW' gave grime an identity, 'I Luv You' or 'Oi' were just songs from urban music artists.

Again BIDC dropped and charted before Pow blew up and charted.
As far as identity goes maybe "Wot Do U Call It" it's the first track I can think of where a Grime artist came out saying I aint this etc etc.

id say rap dis, oi & 21 seconds people say its garage but it a hype beat and hype bars (for dem days), so id class it more 'grimey'
