Risky didn't explain himself, for whatever reason.
The other bootleggers he was referring to was either:
Other people who buy, rip and upload
The Scene (http://en.wikipedia.org/wiki/The_Scene)
For those who don't know about the scene, the groups like UKP, RAGEMP3, etc. They are private groups who share CDs between themselves. They do not advocate (for the most part) the public sharing of these CDs, but some people pay for FTP access (where these scene rips are stored on the net), which is what Risky was apparently doing. Unless he was a part of the scene and just rogue.
By the way, the Rinse FM Podcast is already up, but with the wrong download URL. The real URL is: http://www.rinse.fm/podcasts/Scratcha22108.mp3

Yeah, but I supposed I've baited Risky up a little bit by explaining that The Scene doesn't like torrents etc.
Perhaps he was on about the other people who will upload CDs.

Groups like UKP and RageMp3 hate people posting links of their rips on forums...

almost every internet leak is down to one of these group ripping things, so even if they supposedly dont like their links being spread around, it does happen alot

Without the scene, a lot of your favourite producers would have shit sounds. "The Scene" also involves people who crack and upload applications, and upload samples, it's deeper than just sharing music.

Without The Scene, producers wouldn't have programs like Reason, Fruity, etc as they are too expensive for a producer who is just starting out.
