I'd say most of grime is implicitly addressing police - law and order etc.
With all the hype/violent bars - it's rebelling against society- maybe 'the state' is what it's rebelling against, society makes it sound like some emo shit.
But it's true there could be more ones where they address them more explicitly. Black The Ripper's big for doing it!
