Reputation comments are shown in your user cp, as of yet they mean absolutely nothing. No plans to change that either.

There is no way for a user to see who gave them Rep Power.
And it may eventually get used to run promotions etc from one User Group to another. Or if people try spam up the board, then there will be a new user group, and Rep Power/Posts will be used as promotion for new members to move up to the full member group.

the general concept of the rep system is when a user posts some useful or helpful infomation, other members then give that person rep.

To see who has given you rep, the user puts there username at the end of the rep message.
